Both chambers of the Swiss parliament have approved a plan to allow insured individuals to access their Alters- und Hinterlassenenversicherung (AHV) and Invalidenversicherung (IV) data online starting in 2028. The move aims to streamline the process and reduce costs associated with manual data handling.
Currently, insured individuals may have to wait several weeks to receive information about their AHV. The exchange of data for AHV and IV has not been automated, leading to a reliance on PDF documents or paper-based communication, as stated by Ständerat Erich Ettlin (Mitte/OW) of the Kommission für soziale Sicherheit und Gesundheit (SGK-S).
The new online platform will allow insured individuals to easily and quickly access their AHV and IV data. They will be able to retrieve information on their contributions, check for any missing payments, and perform a preliminary calculation of their future pension. The platform will also enable them to opt out of receiving data by mail.
The use of the platform will be voluntary for insured individuals, but the implementing agencies and insurers will be required to communicate electronically with each other. The parliament has expanded the list of entities authorized to receive data, and the Ständerat has delegated the authority to the Federal Council to determine which data can be automatically transmitted.
The standardized electronic exchange of data is expected to result in cost savings. The annual cost of sending data by mail is estimated at around 25 million Swiss francs, according to Berichterstatter Ettlin. However, the Ständerat has made further formal adjustments to the draft, requiring the National Council to reconsider the proposal.
