His remarks came in response to a Wall Street Journal report suggesting he is considering an associate‑member status for Canada within the EU framework.

The initiative follows a deterioration in Canada‑United States trade relations, which have worsened since Donald Trump returned to the presidency. Trump recently renewed his criticism, calling Canada "the most difficult negotiating partner," and confirmed plans to impose new tariffs on Canadian automobiles, trucks and auto parts starting 1 January.

According to the Journal, Ottawa and Brussels are discussing how to facilitate the free movement of goods, services and labour in strategic supply chains such as energy, artificial intelligence, defence and critical raw materials. Talks also cover joint infrastructure projects, including undersea cables, data centres and new satellite networks. Carney’s office confirmed he will travel to France and the United Kingdom next week, deliver a speech before the European Parliament, and meet French President Emmanuel Macron on 20 September.
