Switzerland’s State Secretariat for Economic Affairs (SECO) has published an amendment to the list of sanctioned natural persons, companies and organisations covered by regulation SR 946.231.08, which implements measures against entities linked to ISIL (Da'esh) and Al‑Qaida.
The United Nations sanctions committee adopted the amendment on 18 August 2026. The changes are directly applicable in Switzerland, prompting SECO to update its SESAM (SECO Sanctions Management) database on 19 August 2026 and to post the revised data on its website.
Under the regulation, financial intermediaries must enforce the prohibitions, freeze assets belonging to listed persons or entities, and report affected business relationships to SECO. The reporting obligation does not relieve intermediaries from conducting additional due‑diligence checks under Article 6 of the Anti‑Money‑Laundering Act (GwG). If suspicions remain unresolved, they must promptly file a report with the Money‑Laundering Reporting Office pursuant to Article 9 GwG.
