Switzerland's lower and upper houses approved a full digitalisation of the AHV (old‑age and survivors insurance) and IV (disability insurance) systems. The legislation mandates an online portal that insurers and the accident insurance scheme must feed with electronic data.
The platform, expected to launch no earlier than 2028, will let insured individuals retrieve their contribution history, check for missing payments and run a provisional pension calculation. Users will receive an annual, easy‑to‑read statement and can opt out of paper correspondence.
Data exchange between the various social‑security bodies will become automated, replacing the current reliance on PDFs and mailed documents. The Federal Council will be tasked with defining which data sets are transmitted automatically.
According to Council of States member Erich Ettlin, the move could save roughly CHF 25 million per year in postage costs. While participation in the portal remains voluntary for citizens, insurers and administering agencies are required to communicate electronically.
The Council of States also broadened the list of entities authorised to receive the data, adding accident insurance and other social‑security schemes. Formal refinements to the draft remain, and the National Council will revisit the bill for final approval.
