Bitcoin’s recent breakout to near $78,000 reflects growing confidence in U.S. regulatory clarity rather than traditional macroeconomic drivers, according to analysts at Citi and Bernstein. The cryptocurrency’s sustained rally contrasts with prior periods of muted activity, with price action lagging behind the Treasury’s announcement of a bond buyback program and ether outperforming Bitcoin amid broader tokenization trends.
Citi’s assessment highlights that regulatory developments, particularly the anticipated vote on the CLARITY Act scheduled for September 15, have overshadowed concerns about macroeconomic debasement. While Bitcoin exchange-traded fund (ETF) outflows peaked at nearly $7 billion—about 10% of assets under management—between May and June, inflows have since rebounded to $1.1 billion through August 20. Total Bitcoin ETF assets now exceed $85 billion, up from $70 billion in June, signaling renewed investor interest despite lingering structural uncertainties.
Todd Ault, founder of Ault Blockchain, emphasized the significance of regulatory momentum, noting that President Trump’s endorsement of the CLARITY Act has reinforced market optimism. The legislation aims to provide clearer guidelines for digital asset markets, addressing long-standing ambiguities that have historically constrained institutional participation.
Bernstein analyst Gautam Chhugani attributed Bitcoin’s rally to the Treasury’s decision to buy back longer-dated bonds, which expanded liquidity conditions. Earlier market apathy toward crypto was linked to tighter financial conditions following geopolitical tensions and capital allocation toward AI-driven semiconductor investments. As AI-related capital expenditures increasingly rely on debt markets, analysts suggest liquidity could shift toward Bitcoin as a hedge asset.
Chhugani also noted that regulatory clarity from the SEC and CFTC is expected to persist regardless of the CLARITY Act’s passage. Ether’s relative strength compared to Bitcoin is attributed to its broader exposure to stablecoins, tokenization and real-world asset adoption, which has attracted investor attention beyond traditional crypto speculation.
Separately, a strategy tracked by Bernstein reduced its Bitcoin holdings by 0.8% of total assets to support STRC buybacks. The firm’s cash reserves, currently covering 2.8 years of dividend payments, are expected to facilitate resumed Bitcoin purchases as STRC’s nominal value approaches $100.
