Quantum Cyber N.V. (NASDAQ: QUCY) has appointed Tzvi Lev as Head of Sales, Middle East, effective immediately, as the company accelerates its push into defense sector contracts across the Gulf Cooperation Council and Israel.
Lev, who previously served as Economic Affairs Officer at the Consulate General of Israel in Dubai from 2022 to 2025, established Israel’s Economic Division in Dubai and the Northern Emirates following the Abraham Accords. During his tenure, he facilitated over $15 million in venture capital investments into Israeli technology firms and brokered more than 17 commercial transactions. Prior to his diplomatic role, Lev worked in Israel’s Ministry of Foreign Affairs Middle East Division from 2019 to 2021 as part of the Abraham Accords Task Force.
A long-time member of the Israeli Defense Forces since 2013, Lev currently serves as an Arabic-speaking IDF intelligence analyst in the Reserves. He also holds the position of Director of Strategy and Investment at Clavium, an Abu Dhabi-based defense technology venture capital fund. Lev holds a B.A. in Arabic and Middle Eastern Studies from Ariel University and is fluent in English, Hebrew, and Arabic.
Quantum Cyber, which is developing an AI-powered, quantum-accelerated autonomous defense platform integrating drone warfare, counter-UAS systems, autonomous naval mine countermeasures, and EMP shielding, recently completed the acquisition of a U.S.-based manufacturing facility in Bridgeport, Connecticut on July 16, 2026. The appointment aligns with the company’s strategy to expand its presence in sovereign defense contracts, according to Chief Executive Officer David Lazar.
The company’s platform is designed to address emerging threats in autonomous defense systems, with applications spanning multiple domains. Quantum Cyber’s move to establish a dedicated Middle East sales leadership role underscores its focus on regional market penetration amid growing demand for advanced defense technologies.
