Russia proposes exchange trading of Bitcoin, Ether, USDT

Russia’s central bank has proposed permitting the exchange trading of Bitcoin, Ether and Tether’s USDT on regulated platforms, following the signing of a law by President Vladimir Putin last week.

The draft regulation, published by the Bank of Russia on Tuesday, outlines a framework for the legal trading of cryptocurrencies within the country’s financial system. Under the proposal, licensed exchanges would be permitted to list Bitcoin, Ether and USDT, subject to compliance with anti-money laundering and counter-terrorism financing standards.

The move marks a shift in Russia’s approach to digital assets, which had previously imposed strict restrictions on crypto transactions. The newly signed law, which came into effect on Sept. 1, provides a legal basis for the circulation of cryptocurrencies in Russia, including their use in cross-border payments and investment activities.

The central bank’s proposal aligns with broader efforts to integrate cryptocurrencies into the country’s financial infrastructure while maintaining regulatory oversight. Industry analysts suggest that the inclusion of USDT—a widely used stablecoin—could enhance liquidity in Russia’s crypto markets, particularly for institutional investors.

The Bank of Russia has invited public feedback on the draft regulation, with a consultation period set to conclude on Sept. 20. Final rules are expected to be published by the end of the year, pending government approval.
