The U.S. Treasury Department on Friday authorized new business activities in Venezuela’s telecommunications sector through two general licenses that expand permissible investment while maintaining existing sanctions.
The first license permits companies to negotiate and sign contracts for new investments, expansions or joint ventures in Venezuelan telecoms. The second license authorizes the provision of goods, technology, software and services required to operate, maintain and upgrade telecommunications infrastructure. It also covers associated logistics, including payment processing, shipping, air freight, warehousing, insurance and delivery services.
The licenses were published on the Treasury’s website and follow a pattern of targeted easing in sectors deemed non-sensitive under U.S. sanctions policy. The move does not alter broader restrictions on Venezuela’s oil and gold sectors, which remain under comprehensive sanctions. The Treasury’s Office of Foreign Assets Control (OFAC) oversees compliance with these authorizations.
