TikTok plans to take roughly 150 megawatts of capacity at a new data center site in Kouvola, Finland, according to an economic assessment commissioned by the company and built by developer Hyperco.
The figures were disclosed in a economic impact report published last week, which detailed both phases of the facility. Construction on phase one, providing 50 megawatts, began in September 2025 and is scheduled for completion in 2027. Phase two would add another 100 megawatts, the report said.
The Kouvola facility will form part of Project Clover, TikTok’s €12 billion initiative aimed at bolstering protections for European Union user data. TikTok, which is owned by Beijing-based ByteDance, has been working to localize data processing for its European users amid ongoing regulatory scrutiny.
A TikTok spokesperson told CNBC the company will become a tenant only once the facility is available for use. "Once up and running, the data center is intended to form part of Project Clover," the spokesperson said. Hyperco was approached for comment.
TikTok first announced a €1 billion investment in the Kouvola data center last year, though it did not disclose capacity details at the time. In April, the company said it would invest an additional €1 billion in a second data center in Lahti, also under Project Clover.
The expansion comes as Finland has emerged as a focal point for digital infrastructure development across Europe. Hyperscalers, neocloud providers, and AI labs have been competing for the country's relatively abundant land and power supplies, which remain scarce in much of the rest of Europe.
Recent months have seen a string of large-scale data center announcements in Finland. Pure DC said in July it would invest €1.5 billion to build a 110-megawatt campus that could scale to more than 550 megawatts. Arcem has outlined plans for a site with up to 500 megawatts of capacity, and in March, Nebius unveiled plans to construct one of Europe's largest AI factories in the country. Nvidia is also reportedly seeking to connect GPU buyers with Nordic data center operators capable of deploying the chips.
