Plurilock Security Inc., a Vancouver-based cybersecurity firm, has partnered with ADGA Group Consultants Inc. to support organizations pursuing certification under Canada’s Program for Cyber Security Certification (CPCSC). The non-exclusive agreement, effective since May 2026, will span two years, with financial terms remaining undisclosed. Plurilock’s Critical Services division will provide key services, including CPCSC Level 2 readiness assessments, gap analyses, evidence collection, and reporting, while ADGA will establish and operate an independent certification body for Level 2, pending accreditation. The collaboration ensures operational separation, with Plurilock’s role limited to advisory and preparatory support rather than certification decisions.
The CPCSC framework, introduced in summer 2026, mandates cybersecurity controls for suppliers to Canada’s defence procurement system. Designed for interoperability with allied frameworks—such as the U.S. Cybersecurity Maturity Model Certification (CMMC)—it reflects a broader push by governments to elevate cybersecurity standards across defence industrial bases. Plurilock’s experience in CMMC aligns with its subsidiary, Integra Networks, which has served Canadian federal and NATO clients since 1985 and holds relevant contracting vehicles.
ADGA, a Canadian defence and security firm with nearly 60 years of experience, will oversee certification accreditation, while Plurilock’s expertise in CPCSC readiness will help organizations meet compliance deadlines. The partnership underscores Canada’s escalating emphasis on cybersecurity, particularly as defence and allied procurement sectors tighten requirements. The move follows the government’s announcement that CPCSC requirements have already begun appearing in select defence contracts, signaling a phased rollout of mandatory standards.
Plurilock’s CEO, Ian L. Paterson, emphasized the urgency of the certification push, stating that Canada’s government and allies are raising cybersecurity benchmarks for suppliers and defence contractors, with compliance deadlines now in effect. The collaboration aims to streamline the certification process for organizations navigating Canada’s evolving cybersecurity landscape.
