On Thursday, the U.S. Food and Drug Administration granted market authorization to Juul Labs' Juul2 e‑cigarette system, including tobacco‑flavored and menthol‑flavored pods. The approval follows a 2023 submission that included tens of thousands of pages of scientific data.
Juul2 pods contain 18 mg/mL nicotine (approximately 1.5%‑1.6%). The device features advanced thermal technology, a "Pod ID" chip to deter counterfeit pods, and a smartphone app for users aged 21 and older that tracks usage and device status.
Clinical data submitted to the FDA showed that, after six weeks of use, 19.9%‑34.6% of adult smokers who tried the tobacco‑flavored pod stopped smoking conventional cigarettes completely, while 28.4%‑49.3% quit when using the menthol‑flavored pod.
The Juul2 pods are assembled and filled in facilities in Tennessee and Wisconsin, with the e‑liquids produced in Maryland. Juul Labs remains the only major U.S. vaporizer company that is not owned by a cigarette manufacturer nor receives investment from the tobacco sector.
Juul Labs previously received FDA authorization for its original Juul system in July 2025.
