Citi Economics sees limited upside for the euro despite an expected hawkish shift at the European Central Bank’s upcoming policy meeting, arguing that the anticipated 25-basis-point rate increase is already fully reflected in market pricing.
The rate hike is priced at 25.1 basis points in overnight indexed swaps, meaning the move alone is not expected to trigger a significant foreign-exchange reaction, according to Citi. A rise to 2.5% would still leave policy within neutral territory, the bank noted.
Risks around the meeting lean hawkish because ECB staff projections may revise inflation estimates higher. However, Citi said recent EU data strength and positive data surprises should alleviate concerns about a stagflationary policy error.
Any upward revision to inflation forecasts is unlikely to translate into outsized EUR/USD gains, Citi argued, because the hawkish stance is already captured in expectations. The bank added that the market would find it difficult to add further hiking premium from guidance alone, requiring actual data and geopolitical developments instead. That dynamic should cap euro upside beyond any initial headline reaction.
Looking ahead, Citi noted that two additional 25-basis-point hikes are already priced into swaps for December 2026 and June 2027, leaving limited room for the euro to rally on forward guidance.
