Canada’s federal government has finalized a C$195 million investment in Xanadu Quantum Technologies to develop domestic quantum manufacturing capabilities under Project OPTIMISM. The definitive agreement, announced late August 2026, completes the federal share of up to C$390 million in total funding first outlined by Innovation, Science and Economic Development Canada in March 2026.
The Toronto-based company plans to use the funds to establish a manufacturing ecosystem centered on photonic quantum computing hardware. Key initiatives include heterogeneous integration of photonic chips, photonic integrated circuit packaging, wafer-level semiconductor testing and quantum module assembly. These capabilities are expected to extend beyond quantum computing into telecommunications, artificial intelligence hardware and sensing technologies.
Xanadu, founded in 2016, describes itself as the first pure-play photonic quantum computing company to list on public markets. Dr. Christian Weedbrook, founder and CEO, said the agreement marks a milestone for both Xanadu and Canada’s ambition to lead in quantum technology and advanced manufacturing. He added that utility-scale quantum computers will require a new generation of specialized manufacturing infrastructure.
Canada’s Minister of Industry, the Honourable Mélanie Joly, said the investment aims to create jobs, strengthen economic sovereignty and support the development of strategic industries. The government has framed the C$195 million commitment as the largest investment in quantum manufacturing in Canadian history.
