Switzerland’s State Secretariat for Economic Affairs (SECO) announced an amendment to the country’s sanctions list targeting persons and entities associated with the Taliban.

The change updates the list governed by the regulation of 21 March 2025 on measures against individuals and organisations linked to the Taliban (SR 946.231.07). The regulation mandates regular revisions to ensure that the sanctions remain current with evolving intelligence.

The revised list covers natural persons, corporate entities and other organisations that are deemed to have connections to the Taliban. Names added or removed are published by SECO to inform authorities and the private sector.

SECO’s update reflects ongoing monitoring of financial flows and the need to prevent the Taliban from accessing the Swiss financial system. Such revisions are routine in Switzerland’s broader sanctions framework, which aligns with United Nations and European Union measures.

Financial institutions, asset managers and other businesses operating in Switzerland are required to screen customers and transactions against the updated list. Non‑compliance can result in regulatory action by the Swiss Financial Market Authority (FINMA).

The amendment underscores Switzerland’s commitment to anti‑terror financing policies and its coordination with international partners to curb the Taliban’s access to resources.

FINMA, which supervises compliance with sanctions across the financial sector, will continue to monitor the implementation of the revised list and may issue further guidance to market participants.
