National Sheriffs’ Association shifts to neutral stance on CLARITY Act

The National Sheriffs’ Association (NSA) announced it is no longer opposing the Digital Asset Market Clarity (CLARITY) Act. In a letter to Senate Majority Leader John Thune and Minority Leader Chuck Schumer, the association said its position has changed to "neutral" as Congress, the Administration and industry stakeholders work through the bill's legal and regulatory issues.

NSA president Troy Wellman and CEO/executive director Justin Smith wrote that the group will "step back and allow the legislative process to proceed to establish a clear, effective, and much needed regulatory framework." The association had previously objected to provisions that would exempt crypto mixers from registration, arguing such exemptions could hinder law‑enforcement tracing of transactions and recovery of victims' funds.

Earlier, Sheriff Jim Skinner warned in a July video that the CLARITY Act "protects the crypto industry, not the public." The legislation passed the House of Representatives in July 2025 and was approved by the Senate Agriculture and Banking committees in 2026, but it continues to face scrutiny over stablecoin rewards, tokenized equities and perceived conflicts of interest involving former President Donald Trump and his family.

Senator Thune has filed a motion for a cloture vote on September 15, after the Senate reconvenes from its recess. In August, Trump appeared with SEC Chair Paul Atkins and CFTC Chair Michael Selig to advocate for the bill. Both agency heads, nominated by Trump, indicated their regulators would act on crypto oversight if Congress fails to enact the market‑structure framework.
